The nine-member Texas Department of Motor Vehicles (TxDMV) Board is appointed by the governor with the advice of the senate, who also designates one board member to serve as chair. The board elects one of its members to serve as vice chair. In accordance with Texas Transportation Code §1001.021(b), board members must include:
- One county tax assessor-collector
- Two franchised auto dealers of different vehicle classes
- One independent auto dealer
- One representative from the vehicle manufacturing or distribution industry
- One representative from the motor carrier industry
- One county/city law enforcement representative
- Two customer (public) representatives
Guillermo "Memo" Treviño, Chair
Memo Treviño is president of Southern Distributing, a multi brand beer and soft drink distributor. He currently serves on the Board of Directors of BBVA Compass USA, the Board of Trustees of Rice University, and is current President of the Boy’s and Girl’s Clubs of Laredo, Texas.
He previously served as a Director of the San Antonio Branch of the Dallas Federal Reserve and as a member of the Board of International Bank of Commerce. He has also served as president of the Laredo Chamber of Commerce, the Laredo Development Foundation, the Washington’s Birthday Celebration Association, and as Jefe de los Caballeros de la Republica del Rio Grande. He also serves or has served as a member of the Board of the Texas Alliance of Boys and Girls Clubs, the Texas A&M International University College of Business Administration’s Business Advisory Council, Casa de Misericordia shelter for victims of domestic violence, and the Bishop of Laredo’s Diocesan Finance Council. Trevino earned a bachelor of arts degree in English from Rice University and received an Option II MBA from the University of Texas at Austin.
Chairman Treviño was appointed by Governor Abbott in September 2015 for a term to expire February 1, 2021.
Charles Bacarisse, Vice Chair
Charles Bacarisse, of Houston, is vice president of major gifts at Houston Baptist University. He is a board member of the Association of Fundraising Professionals – Houston Chapter and a former board member of the Texas Department of Information Resources.
Bacarisse served for 13 years as the District Clerk of Harris County, and is a former board member of County and District Clerks Association of Texas, Neighborhood Centers Inc. and Downtown Houston Association. Bacarisse received a Bachelor of Arts and Bachelor of Fine Arts from Southern Methodist University.
Vice Chair Bacarisse was appointed by Governor Abbott in March 2019 for a term to expire February 1, 2025.
Stacey Gillman, of Houston, is president of Gillman Companies. She has been a dealer for 25 years, which includes 10 dealerships in four cities in Texas representing 11 new car franchises. She is past chairman of Texas Automobile Dealers Association, Houston Automotive Dealers Association, and the National Dealer Council of Subaru of America.
She is on the board of St. Luke’s United Methodist Church, 1st Tennessee Bank and Buffalo Bayou Partnership in Houston. She was appointed by Governor Perry to serve on the Economic Development Committee. Gillman attended the University of Texas, General Motors Dealer Management Program and National Automotive Dealer Association Dealer Candidate Academy.
Member Gillman was appointed by Governor Abbott in March 2019 for a term to expire February 1, 2025.
Brett Graham, of Denison, is owner and CEO of Graham International. He is a board member of the Texas Association of Business and a member of the Texas Automobile Dealers Association and the Texas Tire Dealers Association. He is a trustee of Pottsboro Independent School District School Board, board secretary of Grayson Central Appraisal District, board chair of Texoma Health Foundation and Denison Development Foundation and a board member of Ameristate Bank. Graham received a Bachelor of Business Administration in marketing and real estate from Baylor University.
Member Graham was appointed by Governor Abbott in August 2016 and re-appointed in July 2018 for a term to expire February 1, 2023.
Tammy McRae, of Conroe, is the Tax Assessor-Collector of Montgomery County. She is president of the Tax Assessor-Collectors Association of Texas, member of the Texas Association of Assessing Officers, Texas School Assessors Association, Texas Association of Appraisal Districts, and Government Finance Officers Association. She is active with several organizations within Montgomery County. McRae received her certification from the Tax Assessor-Collectors Association of Texas and the Board of Professionals & Examiners of Texas.
Member McRae was appointed by Governor Abbott in March 2019 for a term to expire February 1, 2025.
John M. Prewitt
John M. Prewitt of Cypress is president of Tideport Distributing, Inc. in The Woodlands. He is a member of the Texas Trucking Association Board of Directors, former board of director and member of Austin Jaycees, and former vice-chairman of finance of Arrowmoon District of the Boy Scouts of America. Prewitt received a Bachelor of Science in economics from Oklahoma State University and a Master of Business Administration from The University of Texas at Austin.
Member Prewitt was appointed by Governor Abbott in July 2018 for a term to expire February 1, 2023.
Manuel “Manny” Ramirez
Manny Ramirez, of Fort Worth, is president of the Fort Worth Police Officers Association, an elected position in which he serves more than 1,700 civil service employees. He is a member of the Chancellors Advisory Council at Texas Christian University and the Fort Worth Chamber of Commerce. Additionally, he volunteers as an advisory council member of the Salvation Army and a board member of Assist the Officer Fort Worth, which supports law enforcement officers and their families in the event of death, unexpected illness, or serious injury. His executive experience includes serving as the co-founder and proprietor of a successful statewide cable construction company. Ramirez received a Bachelor of Science in Criminal Justice from Tarleton State University and a Master of Business Administration from Texas Christian University.
Member Ramirez was appointed by Governor Abbott in August 2018 for a term to expire February 1, 2021.
Paul R. Scott
Paul R. Scott of Lubbock is president of Fiesta Motors-Fiesta Acceptance. He is a member of Texas Independent Auto Dealers Association and a former member of the board of directors and former chair of the Leadership Giving Committee for Lubbock United Way. He is also former chair of the Missions Committee and Staff Parish Relations Committee of St. Luke’s United Methodist Church and former mission volunteer of Lakeridge United Methodist Church. Scott is a veteran of the United States Army.
Member Scott was appointed by Governor Abbott in August 2018 for a term to expire February 1, 2023.
