New webDEALER Requirement: July 1, 2025

As of July 1, 2025, all licensed dealers in Texas must use the TxDMV webDEALER system to electronically process title and registration for vehicle sales. Dealers without webDEALER accounts will not be able to complete sales transactions beginning July 1, 2025. webDEALER training is available on demand online 24/7 or during one of our live webinars. Increased Application Processing Times

Please be advised that the Motor Vehicle Division has implemented a number of new processes to prevent fraudulent access to vehicle regulatory processes. These processes have resulted in an increase in application processing times. Dealers may submit renewal applications up to 180 days in advance of their license expiration date. We strongly recommend submission of renewal applications as early as possible.

Fingerprinting Now Required for Certain License Holders

On April 11, 2024, the Board of the Texas Department of Motor Vehicles adopted rules requiring salvage vehicle dealer and in-transit drive-a-way operator license holders and applicants to be fingerprinted. Applications submitted on or after June 1, 2024, will be subject to this fingerprint requirement.

New License Requirements for Certain Licenses

On April 11, 2024, the Board of the Texas Department of Motor Vehicles adopted new and amended rules for certain licenses in 43 Texas Administrative Code Chapters 215 and 221. New and amended rules are effective June 1, 2024. To access the rules and review requirements, please access the rules here.

Under the new rules, Dealer, Manufacturer, Distributor, Converter, and In-Transit Drive-a-way Operator License Holders are subject to new requirements for plates and licensure. Checklists and other resources are available here.

Texas Motor Vehicle Dealers and Other Licensees with Metal Plates: Return canceled, damaged, or unneeded metal plates to any of our 16 Regional Service Centers or the TxDMV Headquarters. To cancel metal plates login to your eLICENSING account and select “Plates & Stickers.”

Under TxDMV’s Board Rules, license holders with metal plates have 10 days from the time the license is revoked, closed, or canceled to return industry license plates to TxDMV.”

In addition to reducing the potential for fraudulent use of industry license plates, this requirement provides Texas licensees a way to responsibly recycle over 4,000 industry plates every year.
