TxDMV Board

The nine-member Texas Department of Motor Vehicles (TxDMV) Board is appointed by the governor and confirmed by the Texas Senate. The governor designates the chair and the board elects one of its members to serve as vice chair. Texas Transportation Code §1001.021(b) requires the board to include the following representation:

  • One county tax assessor-collector
  • Two franchised auto dealers of different vehicle classes
  • One independent auto dealer
  • One representative from the vehicle manufacturing or distribution industry
  • One representative from the motor carrier industry
  • One county/city law enforcement representative
  • Two customer (public) representatives

On December 14, 2023, the board adopted four policies that set a clear direction for board governance, intended to promote professionalism, respect, and collaboration:

Charles Bacarisse, Chair

Charles Bacarisse

Charles Bacarisse, of Houston, is vice president of major gifts at Houston Christian University. He served for 13 years as the elected District Clerk of Harris County and is a former board member of County and District Clerks Association of Texas, as well as other local non-profit boards. Bacarisse has previously served as a member of the Texas Department of Information Resources (DIR) Board for 13 years, including a term as Chair. He served on the White House staffs of former presidents Ronald Reagan and George H. W. Bush after graduating from Southern Methodist University, where he received two undergraduate degrees. He and his wife are both native Houstonians, have two grown children and are active in their church and community.

Chairman Bacarisse was appointed by Governor Abbott in March 2019 for a term to expire February 1, 2025. He was appointed Chair in May 2021.


Tammy McRae, Vice Chair

Tammy McRae

Tammy McRae, of Conroe, is the Tax Assessor-Collector of Montgomery County. She is a past president of the Tax Assessor-Collectors Association of Texas, member of the Texas Association of Assessing Officers, Texas School Assessors Association, Texas Association of Appraisal Districts, and Government Finance Officers Association. She is active with several organizations within Montgomery County. McRae received her certification from the Tax Assessor-Collectors Association of Texas and the Board of Professionals & Examiners of Texas.

Vice Chair McRae was appointed by Governor Abbott in March 2019 for a term to expire February 1, 2025.


Christian Alvarado

Christian Alvarado

Christian Alvarado, of Austin, is co-founder and partner of CB Capital, LLC. He is an active member of the State Bar of Texas and previously served on the board for the Texas Department of Information Resources (DIR), former chief of staff for the Texas Railroad Commission, former corporate attorney at Jackson Walker, LLP, and a former member of the One Call Board of Texas. He is the past board president of Austin’s Angels, board member of Friends of the Children Austin, a member of the Dell Children’s Trust. He earned a Bachelor of Arts from the University of North Texas and a Juris Doctor from The University of Texas School of Law.

Member Alvarado was appointed by Governor Abbott in May 2021 for a term to expire February 1, 2027.


Stacey Gillman

Stacey Gillman

Stacey Gillman, of Houston, is president of Gillman Companies, has been a dealer for 25 years, which includes 11 dealerships in four cities in Texas representing 11 new car franchises. She is past chairman of Texas Automobile Dealers Association, Houston Automotive Dealers Association, and the National Dealer Council of Subaru of America. Previously, she served on the Texas Economic Development Committee appointed by former Governor Rick Perry. Gillman attended the University of Texas, General Motors Dealer Management Program and National Automotive Dealer Association Dealer Candidate Academy.

Member Gillman was appointed by Governor Abbott in March 2019 for a term to expire February 1, 2025.


Brett Graham

Brett Graham

Brett Graham, of Denison, is owner and CEO of Graham International. He currently serves on the boards of the Texas Association of Business and Ameristate Bank, and is a member of the Texas Automobile Dealers Association and the Texas Tire Dealers Association. Graham received a Bachelor of Business Administration in marketing and real estate from Baylor University.

Member Graham was initially appointed to the TxDMV Board by Governor Abbott in August 2016. He has been re-appointed to the board twice, most recently in August 2023 for a term to expire February 1, 2029.


Sharla Omumu

Sharla Omumu

Sharla Omumu, of Cypress, is director of incentives for Gulf States Toyota, Inc. She has held several positions at Gulf States Toyota since 2001. She is an active member of the Sheriff’s Association of Texas and the Girl Scouts of San Jacinto, and supporter of several other organizations. Sharla earned a Bachelor of Business Administration from University of Houston and a Master of Business Administration from University of Phoenix.

Omumu is a native Texan, raised in Houston, and has roots in the birthplace of Texas – Washington, Texas, dating back to her second great maternal grandparents. She credits her dad, a minister, and her mom, a retired nurse, who modeled service to others with gratitude as her life’s inspiration.

Member Omumu was appointed by Governor Abbott in May 2021 for a term to expire February 1, 2027.


John M. Prewitt

John M. Prewitt

John Prewitt, of Cypress, is president of Tideport Distributing, Inc. in The Woodlands. He is chairman of the Texas Trucking Association and serves on the board of Public Power Pool, an electrical power aggregator for 98 Texas municipalities, as well as treasurer and board member of Faulkey Gulley Municipal Utility District in Harris County. Prewitt received a Bachelor of Science in economics from Oklahoma State University and a Master of Business Administration from The University of Texas at Austin.

Member Prewitt was initially appointed to the TxDMV Board by Governor Abbott in July 2018. He was re-appointed to the board in August 2023 for a term to expire February 1, 2029.


Darren Schlosser

Darren Schlosser

Darren Schlosser, of Rosharon, is the sergeant of the Auto Theft Division – Vehicle Fraud Unit at the Houston Police Department. He is a member of the Texas Association of Auto Theft Investigators and the International Association of Auto Theft Investigators. Additionally, he teaches law enforcement and industry stakeholders across the nation about vehicle finance fraud. Schlosser received an Associates of Applied Science in Computer Drafting from San Jacinto College.

Member Schlosser was appointed by Governor Abbott in August 2023 for a term to expire February 1, 2027.
