TxDMV Board

The nine-member Texas Department of Motor Vehicles (TxDMV) Board is appointed by the governor and confirmed by the Texas Senate. The governor designates the chair and the board elects one of its members to serve as vice chair. Texas Transportation Code §1001.021(b) requires the board to include the following representation:

  • One county tax assessor-collector
  • Two franchised auto dealers of different vehicle classes
  • One independent auto dealer
  • One representative from the vehicle manufacturing or distribution industry
  • One representative from the motor carrier industry
  • One county/city law enforcement representative
  • Two customer (public) representatives

On December 14, 2023, the board adopted four policies that set a clear direction for board governance, intended to promote professionalism, respect, and collaboration:

Charles Bacarisse, Chair

Charles Bacarisse

Charles Bacarisse, of Houston, vice president of Major Gifts at Houston Christian University. He previously served as a member of the media relations office during the Reagan Administration and as assistant director in the office of public liaison during the George H.W. Bush Administration. Additionally, he served as district clerk of Harris County for 13 years. He is a former board member of the Association of Fundraising Professionals - Houston Chapter. Bacarisse previously served on the Texas Department of Information Resources Board, serving one term as Chair. Bacarisse received a Bachelor of Arts and a Bachelor of Fine Arts from Southern Methodist University.

Chairman Bacarisse was initially appointed by Governor Abbott in March 2019 for a term to expire February 1, 2025. He was appointed Chair in May 2021. Chairman Bacarisse was reappointed for a term to expire February 1, 2031.


Tammy McRae, Vice Chair

Tammy McRae

Tammy McRae, of Conroe, is the tax assessor-collector for Montgomery County. She is a member and former president of the Tax Assessor-Collectors Association of Texas (TACA) and represents TACA as a director on the Texas Property Tax Education Coalition Board. Additionally, she was appointed in 2025 to serve on the Advisory Board for the Texas Justice Court Training Center for the Texas Justices of the Peace and Constables Association of Texas.

Vice Chair McRae was appointed by Governor Abbott in March 2019 for a term to expire February 1, 2025. She was elected Vice Chair by the Board in December 2021. She was reappointed for a term to expire February 1, 2031.


Christian Alvarado

Christian Alvarado

Christian Alvarado, of Austin, is co-founder and partner of CB Capital, LLC. He is an active member of the State Bar of Texas and previously served on the board for the Texas Department of Information Resources (DIR), former chief of staff for the Texas Railroad Commission, former corporate attorney at Jackson Walker, LLP, and a former member of the One Call Board of Texas. He is the past board president of Austin’s Angels, board member of Friends of the Children Austin, a member of the Dell Children’s Trust. He earned a Bachelor of Arts from the University of North Texas and a Juris Doctor from The University of Texas School of Law.

Member Alvarado was appointed by Governor Abbott in May 2021 for a term to expire February 1, 2027.


Chase Cooley

Chase Cooley, of Dallas, is the president, chief operating officer and general counsel at Clay Cooley Auto Group. He is a member of the State Bar of Texas and Southern Methodist University’s 21st Century Council. Cooley received a Bachelor of Arts and Bachelor of Business Administration from Southern Methodist University and a Juris Doctorate from the University of Texas School of Law.

Member Cooley was appointed by Governor Abbott in October 2025 for a term to expire February 1, 2031.


Brett Graham

Brett Graham

Brett Graham, of Denison, is owner and CEO of Graham International. He currently serves on the boards of the Texas Association of Business and Ameristate Bank, and is a member of the Texas Automobile Dealers Association and the Texas Tire Dealers Association. Graham received a Bachelor of Business Administration in marketing and real estate from Baylor University.

Member Graham was initially appointed to the TxDMV Board by Governor Abbott in August 2016. He has been re-appointed to the board twice, most recently in August 2023 for a term to expire February 1, 2029.


Mark Jones

Mark Jones

Mark Jones, of Mansfield, is the Chief Executive Officer of the Mike Carlson Motor Company. He is a member, and former president of the Texas Independent Automobile Dealers Association, former president of the Fort Worth Independent Automobile Dealers Association, and former trustee for the National Independent Automobile Dealers Association.

Mark has served in various volunteer capacities for Harmony Baptist Church, Legacy High School Parent-Teacher Association, Relay for Life, and the Rotary Club of Arlington. He received a Bachelor of Arts in Broadcast Communication from the University of Texas at Arlington.

Member Jones was appointed by Governor Abbott in September 2024 for a term to expire February 1, 2029.


Sharla Omumu

Sharla Omumu

Sharla Omumu, of Cypress, is director of incentives for Gulf States Toyota, Inc. She has held several positions at Gulf States Toyota since 2001. She is an active member of the Sheriff’s Association of Texas and the Girl Scouts of San Jacinto, and supporter of several other organizations. Sharla earned a Bachelor of Business Administration from University of Houston and a Master of Business Administration from University of Phoenix.

Omumu is a native Texan, raised in Houston, and has roots in the birthplace of Texas – Washington, Texas, dating back to her second great maternal grandparents. She credits her dad, a minister, and her mom, a retired nurse, who modeled service to others with gratitude as her life’s inspiration.

Member Omumu was appointed by Governor Abbott in May 2021 for a term to expire February 1, 2027.


Mark Roesler

Mark Roesler, of League City, is the vice president of Acme Truck Line, Inc. Roesler is the immediate past chairman of the Texas Trucking Association and a board member for the Laredo Motor Carrier Association.

Member Roesler was appointed by Governor Abbott in October 2025 for a term to expire February 1, 2029.


Darren Schlosser

Darren Schlosser

Darren Schlosser, of Rosharon, is the sergeant of the Auto Theft Division – Vehicle Fraud Unit at the Houston Police Department. He is a member of the Texas Association of Auto Theft Investigators and the International Association of Auto Theft Investigators. Additionally, he teaches law enforcement and industry stakeholders across the nation about vehicle finance fraud. Schlosser received an Associates of Applied Science in Computer Drafting from San Jacinto College.

Member Schlosser was appointed by Governor Abbott in August 2023 for a term to expire February 1, 2027.
