David Duncan serves as the General Counsel to the Texas Department of Motor Vehicles. In that role he manages an office of six attorneys and six support staff providing legal support for agency rulemaking, employment matters, litigation, and other issues before the Board.
He previously served for five years as Deputy General Counsel at the Texas Comptroller of Public Accounts (CPA), where he supported statewide procurement and contract management for a portfolio of contracts valued at approximately $1 billion per year. That role included serving as the chief legal advisor to two divisions and two boards within the CPA on a wide range of contracting, regulatory interpretation, rulemaking, open records, and general legal issues.
Prior to working at CPA, Mr. Duncan served as Senior Counsel at ConocoPhillips in Houston from 2001 to 2008, where he advised upstream, pipeline and refining clients on a wide range of regulatory compliance issues including federal and state environmental, health and safety laws, and management of litigation on personal injury and property damage.
He began his legal career at the Texas Air Control Board in 1991, which was merged in 1993 to become the Texas Natural Resource Conservation Commission (now TCEQ). He served as a staff attorney for two years, then was promoted to Senior Attorney, where he managed 18 attorneys in support of the state’s air quality regulatory efforts.
Mr. Duncan has a bachelor’s degree from the University of Texas at Austin, and a law degree from the University of Houston. He is licensed by the State Bar of Texas, and has been Board Certified in Administrative Law by the Texas Board of Legal Specialization since 1996.
David resides in Austin with his wife Mary, and has three children.
