Bill Harbeson is the director of the Enforcement Division.
He previously served for five years as managing attorney of the enforcement section of the Motor Vehicle Division, Texas Department of Transportation. He was in private practice for 9 years with the firm Babb & Harbeson in Austin, where his firm specialized in complex commercial litigation involving state workers’ compensation and employers’ liability insurance coverages and federal maritime workers’ compensation coverages. From 1992-1995 he served as Assistant General Counsel, Texas Workers’ Compensation Insurance Facility, Austin, Texas. From 1988 to 1992 he was Deputy Insurance Commissioner and Acting Associate Commissioner for Compliance Program, Texas Department of Insurance, where he oversaw the market conduct, enforcement, licensing, investigations, and unauthorized insurance sections of the department. From 1987 to 1988 he served as Assistant County Attorney, Nueces County, Corpus Christi, Texas, in the Civil Division.
Mr. Harbeson holds a bachelor’s degree from Tulane University, a masters degree from the University of Houston, and a law degree from South Texas College of Law. He served 30 years as a Navy judge advocate general officer with active duty-assignments during the period of 1981 to 1987 in Hawaii, Scotland and Kingsville, Texas. His reserve assignments included U.S. European Command, Germany, U.S. Embassy in Rome, Bahrain, Naples and Sigonela Italy, San Diego, Fort Worth and Washington, D.C. In 1991 he was mobilized and served overseas during Operation Desert Storm. He retired from the Navy in February, 2010, with the rank of Captain.
Mr. Harbeson is a member of the State Bar of Texas since May, 1981, and is admitted to practice before United States District Courts for Hawaii and the Western, Northern and Southern Districts of Texas, and the Court of Appeals for the Armed Forces.
Bill resides with his wife, Dianne, in South Austin. Their son, George, is a graphic artist living in New York.
