Electronic Lien Title

Electronic Lien and Title (ELT) is a paperless method that allows TxDMV and a financial institution or lienholder to exchange vehicle title information electronically, most often through a service provider. The title record is sent electronically and the lienholder stores the electronic record instead of a paper certificate of title. The electronic title is created and held by TxDMV in the state motor vehicle database.

Title applications will continue to be submitted through the local county tax office and the information will be processed the same way as for other paper title applications. The real change will take place when the lien has been paid and the title is ready for the lienholder to be removed. Instead of printing a paper title, we will now create an electronic title with the lienholder removed from the record and send an electronic notification to the lienholder.

The ELT supports:

  • Electronic Lien notifications
  • Electronic Lien releases
  • Conversion of electronic titles to paper titles

In circumstances when a paper title may be necessary, the owner or lienholder requests a printed title from our department.

Benefits

Keeping track of a paper title or applying for a duplicate title to replace a lost one becomes a thing of the past for participants in the ELT.

Lienholders joining the program will benefit from:

  • Cost savings as the electronic records will not require the same handling, storage and mailing as paper titles
  • Reduced administrative burden for processing and filing paper titles
  • Improved data accuracy
  • Improved timeliness of data exchange
  • Improved data and forms security
  • Better customer service
