How do I get started to participate in ELT?

Complete the Electronic Lien and Title Intake Form, Service Level Agreement and Technical Specifications. E-mail or fax your completed forms to (512) 465-7732.

When is it necessary to obtain a printed title?

When your customer moves out of the state or in cases of a repossession.

Are lienholders required to contract with TxDMV to participate in the program?

Yes.

Once I am certified, do all of my titles have to be electronic?

No.

Is there a list of certified lienholders?

Yes, a certified lienholder list is available.

If a lienholder changes its name, files for bankruptcy or changes service providers, is a new Service Level Agreement required?

Yes.

When a dealer pays off a loan for a vehicle taken in trade, how do they obtain a paper title?

This is an automated process. The lienholder has 10 business days after receipt of payment to release the lien through an electronic transaction to our department. We will remove the lien and mail the paper title to the dealer.

Is the program mandatory?

No.

How do I get an ELT lienholder identification number?

After submitting the signed Service Level Agreement, TxDMV will assign a two digit number to append to your Federal Employer Identification Number (FEIN).

Are there any fees to participate?

No.
