Subject: Out-of-State Title Issue Dates

PURPOSE

To provide you with updated guidance for locating and entering out-of-state title issue dates.

DETAILS

Since the full implementation of NMVTIS, the department has discovered several states have a unique manner in which title issue dates are recorded and reported to NMVTIS. The department will address most of these through programming changes; however, Virginia’s unique situation cannot be resolved with programming changes.

Virginia transactions which were previously on prior Electronic Lien Title (ELT) have an “Established Date” printed on the Certificate of Title. This is the date that is reported to NMVTIS as the title issue date. When accepting a Virginia Certificate of Title with an “Established” date, enter this date as the title issue date. If an “Established” date is not present, continue to use the “Date Issued” as the title issue date.

COUNTY ACTION

When accepting a Certificate of Title from Virginia with an “Established” date, enter this date as the “Issue Date” on the Ownership Evidence Surrendered (TTL017) screen in order to minimize your 907 NMVTIS Errors and rejections for an incorrectly entered title issue date. If an “Established” date is not present, continue to use the “Date Issued” as the title issue date.
