RTS 7.4.0 Release Notes

These documents contain text of correspondence sent by TxDMV to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state’s vehicle titling and registration process.

PURPOSE

To inform you of upcoming changes to RTS.

DETAILS

There are several updates to RTS that are covered in the RTS Version 7.4.0 Release Notes. The statewide release will be distributed on the evening of Sunday, May 11, 2014, and will be available for use on Monday, May 12, 2014. The following are some of the new changes included in this release:

National Motor Vehicle Title Information System (NMVTIS)
NMVTIS assists and provides benefits to states, particularly state motor vehicle titling information agencies. The RTS 7.4.0 Release will bring about the full implementation of NMVTIS. The title information (state or jurisdiction that issued the title, the title number, and the issue date) on the surrendered ownership evidence must be captured for validation through NMVTIS. As a result, the Ownership Evidence Surrendered (TTL017) screen has been created to capture this newly required information. An inquiry will be sent from the Texas Department of Motor Vehicles (TxDMV) Headquarters to NMVTIS for qualifying title transactions in order to validate key title fields (e.g., Year, Make, Vehicle Identification Number, and Odometer), check for value limiting brands, and validate the surrendered ownership evidence. The release notes contain an example of the new NMVTIS Point-of-Sale (POS) screen, changes to existing POS screens, new remarks, and a new report.

Toll Authority Scofflaw
A new “TOLL SCOFFLAW: [Toll Entity Name]” remark will appear on the motor vehicle record and is printed on the owner’s registration renewal notice when a vehicle has been reported to the TxDMV by a toll authority as having delinquent toll charges. This remark should be handled by the county in the same manner as City and County Scofflaw remarks (e.g., it is not a hard stop). The county has the option of either processing or declining the registration renewal in accordance with their policies and procedures. Title transfers of vehicles with a Toll Scofflaw remark are not affected, can proceed normally, and will not carry forward to the new vehicle owner.

COUNTY ACTION

This release will require a flash update to RSPS. Please complete RSPS flash updates for DTA Dealers beginning on May 12, 2014.

Please remember to LOGOFF the system, but leave Workstations and the Code Servers ON when closing the office this weekend.
