Subject: National Motor Vehicle Title Information System (NMVTIS) Guide
These documents contain text of correspondence sent by TxDMV to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state’s vehicle titling and registration process.
Provide an introduction and an overview of the NMVTIS Guide.
The NMVTIS Guide will serve as the primary reference document regarding NMVTIS. This guide will be updated as changes or enhancements are made that impact NMVTIS or related policies and procedures. The guide is available from your RTS workstation and on the TxDMV website.
The following are brief overviews of each chapter in the NMVTIS Guide:
Chapter 1 - Overview
Provides an overview of the NMVTIS, its purpose, how the system is integrated and works for the TxDMV, which title records are impacted, and general processing timeline.
Chapter 2 - Errors
Provides an overview of NMVTIS Errors, the reports associated with those errors, an explanation of what may cause a particular error, and the steps necessary to correct them. Also addressed in this chapter are the NMVTIS HOLD and BRAND HOLD, how they function, and how they are cleared.
Chapter 3 - County Error Corrections
Provides procedures that must be followed when receiving a NMVTIS Error. Procedures are provided for transactions that can be resolved by the county (primarily those involving data entry) as well as those that cannot be resolved at the county or require further research and action by the TxDMV. The NMVTIS Specially Marked Envelope is addressed in this chapter.
Chapter 4 - Warnings
Provides an overview of NMVTIS Warnings, an explanation of what may cause a particular warning, and any steps that may be necessary to resolve them. Warnings are solely the responsibility of the TxDMV NMVTIS Helpdesk and will not be experienced by a county tax office.
Chapter 5 - Title Brands
Includes several topics on title brands and provides a complete list of all title brands that are reportable and viewable in NMVTIS along with their definitions. In addition, there are two conversion tables.
Conversion Table 5–1 provides a list of all NMVTIS Brands for which Texas has an equivalent and what brand or title type must be associated with the Texas record to avoid a NMVTIS Error.
Conversion Table 5–2 provides a full list of all Texas brands, remarks, and title types, and how these are reported into NMVTIS.
Of particular importance in this chapter is Section 5.2 “Brands/Remarks not Appearing on Surrendered Document” which provides the department’s policies and procedures for NMVTIS indicated brands that may or may not be reflected on the surrendered ownership evidence.
Chapter 6 - Ownership Evidence Surrendered: RTS Screen TTL017
Provides an overview of the new Ownership Evidence Surrendered TTL017 screen. Details include which ownership types will prompt this screen to display, which fields on the screen are mandatory based on the ownership evidence type that was selected, and a list of “jurisdictions” appearing in the “State/Cntry” dropdown box for each ownership evidence type.
Chapter 7 - Title Numbers and Issue Date
Provides details regarding the entry of title numbers (referred to as Document Numbers in Texas). Included in this chapter is a title sample from each of the 49 states and Washington, D.C with the Title Number and Issue Dates identified.
Chapter 8 - Miscellaneous
Addresses a variety of other items related to the implementation of NMVTIS. Of particular note is Section 8.1 “VINs with Characters Not Accepted/Changed in RTS” and Section 8.3 “Previous VIN.”
Chapter 9 - TxDMV Procedures and Guidelines
Provides policies and procedures regarding NMVTIS for TxDMV Helpdesk and other department users of the NMVTIS Web Interface.
Chapter 10 - Definitions
A list of common words, terms, or abbreviations that are related to NMVTIS. Some of these words, terms, or abbreviations appear in the NMVTIS Inquiry Error Report provided to county tax offices on a daily basis.
Please review the NMVTIS Guide in preparation for the upcoming NMVTIS webinars and the RTS 7.4.0 Release. Upon the statewide release of RTS 7.4.0 on April 22, 2014, please use the NMVTIS Guide as your first point of reference regarding any matters related to NMVTIS. The NMVTIS Guide is now available via RTS workstations and at www.txdmv.gov.
