Subject: Issuance of Two License Plates for Certain Apportioned Vehicles
To advise all counties and law enforcement that RTB # 017-13 that was previously issued regarding issuance of two license plates for certain apportioned vehicles is hereby rescinded and replaced with this RTB.
This bulletin is not an administrative rule. It is informational in nature as the TxDMV moves forward with drafting amendments to our administrative rules regarding the placement of the second plate issued to certain apportioned vehicles.
The TxDMV has begun issuing a second license plate to the following vehicles when the registrant opts to register these vehicles under the International Registration Plan (IRP), as long as the vehicle travels or is intended to travel in two or more IRP member jurisdictions:
- An Apportioned Bus - (BS) vehicle classifications in TxIRP, for a bus used in the transportation of chartered parties; and
- An Apportioned Truck - (TK) vehicle classifications in TxIRP, for a truck with less than three axles, when the truck has a gross vehicle weight or a registered gross vehicle weight of 26,000 pounds or less.
Both the new double Apportioned plate and the existing single Apportioned plates will be seven characters. The double Apportioned plate pattern will begin with the letter “K” and the existing single Apportioned plate pattern will begin with the letter “R.”
The TxDMV is currently drafting amendments to our administrative rules regarding the placement of the second plate. We will provide information to you as soon as the rule process is complete.
For tax assessor-collectors, in RTS, you will continue to see ‘APPORTIONED TRK DOUBLE PLT’ as a new Plate Type on the Class/Plate/Sticker Type Choice (REG008) screen, when processing a title transaction on a vehicle to be registered as Apportioned.
Please remember, if an apportioned vehicle is only issued one license plate, 43 TAC 217.44(c)(2)(E)(i) requires the license plate be installed on the front of the vehicle if it is a power unit and on the rear of the vehicle if it is a trailer.
