Registration and Title Bulletin - #021-13
Date: August 9, 2013
To: All County Tax Assessor-Collectors
Subject: License Plate Replacement Policy
To remind county offices about the appropriate time to collect the license plate replacement fee.
State law requires customers to pay for replacement license plates unless expressly exempted from payment of the fee. The license plate replacement fee for most passenger cars and trucks is $6. Vehicles designated as Antique, Antique Motorcycle, Classic, Machinery, Motorcycle, Military Vehicle, Military Motorcycle, Old Plate Classic, or Permit, pay a $5 replacement fee.
A “no charge” for replacement plates is permitted under the following circumstances:
- “Needs” replacement at seven years – When the plate age reaches seven years, replacement is mandatory and customers are notified of the need to replace their plates through receipt of the vehicle registration renewal notice. Plate Age will show “7” in RTS and on the renewal notice. If a Plate Age of “7” or higher number is shown, new license plates must be issued at no charge. However, if a “6” or lower Plate Age is shown, the applicant does not qualify for new license plates and must pay the appropriate replacement fee.
- County error – The customer should not be charged in the event of an error by the County Tax Assessor-Collector’s office (or authorized deputy) when the error is discovered after the 48-hour window for voiding transactions has passed.
