Subject: Use of "Record Not Applicable" in the Registration and Title System (RTS)


To rescind RTB #137-03, and provide updated direction regarding the correct use of "Record Not Applicable" (RNA) in RTS.


There may be some confusion when processing registration and/or title transactions, as to when the selection of "Record Not Applicable" is allowed. Use of this selection may create two records in RTS for the same vehicle. RNA should only be used when there is proof of ownership evidence issued at a later date than the Texas title record, AND the Texas registration is current. This does not apply if the current Texas record is a Registration Purposes Only (RPO) record. If the current record is an RPO, continue with the same record; do not use "Record Not Applicable."

Proper use of RNA may also apply in the following scenarios:

  • Non-titled trailer not required to have an assigned vehicle identification number; or
  • Non-titled farm trailer sold to an applicant who is not eligible for farm registration.


Be sure to verify date of the Texas record against any new evidence submitted. If you are unsure, consult your supervisor.

For non-titled trailers, create a new non-title record, and require the applicant to provide the previous registration receipt or ownership document. If the owner has no registration or title evidence, a court order, bonded title, or tax collector hearing will be required. Remember to carry forward all title remarks or brands (salvage, flood damage, replica, etc.).
