Introduction to Registration and Title System (RTS) Version 6.10.0
These documents contain text of correspondence sent by TxDMV to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.
To inform you of changes to RTS.
RTS Version 6.10.0 will be distributed statewide the evening of Sunday, April 22nd, and will be available for use on Monday, April 23rd. The following are a few of the changes included in this release:
The system now allows the entry of up to two names or the selection of a Multiple Survivors designation (more than two survivors) for a Rights of Survivorship Agreement.
Disabled Placard Enhancements
Counties will have the ability to renew a blue Permanent Disabled Parking Placard before it expires. This will help streamline the disabled placard renewal process for the counties.
We are very pleased to announce that at county request, and with this release, you will be able to view the disabled placard "Delete Reason" in RTS. The delete reason will also be included on the Disabled Placard Report.
New functionality has also been added for TxDMV Headquarters, which will allow for the reinstatement of a seized disabled placard.
As a reminder, should your office receive a request to reinstate a seized disabled placard, the following procedure must be followed:
The individual must send a letter to the TxDMV requesting a disabled placard hearing. The request should include the placard number and the reason why the disabled placard was seized. The request should be sent to:

Discontinued Salvage Rema
When a licensed salvage dealer surrenders a title to the department the system will no longer show a "Junked" or "Owner Surrendered Texas Title" remark. The vehicle record will continue to show "Salvaged on YYYY/MM/DD" and "Salvage Yard #9999."
Replacement of the Export Remark
The Legal Restraint-Contact TXDMV (#EXPORT) remark is being replaced with the new "Export Only" remark. The Export Only remark will be a hard-stop at Point of Sale (POS), which cannot be bypassed. Both remarks are tentatively scheduled to remain on Export vehicle records in RTS until May 12, 2012. At that time, all records displaying the remark Legal Restraint-Contact (#EXPORT) will be converted to the Export Only remark.
AG/Timber Sales Tax Exemption
RTS will now require the entry of an Ag/Timber exemption number (issued by the Comptroller of Public Accounts) when a person claims an exemption from Motor Vehicle Sales and Use Tax on the purchase of vehicles used in certain agricultural and timber operations. This is only for exemption from sales tax. The number is not required when applying for farm registration.
