Subject: Statewide Implementation of Registration and Title System (RTS) Version 5.2.4 and RSPS Version 1.2.0, the New Registration Sticker.
These documents contain text of correspondence sent by TxDOT to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.
To provide you with information regarding the statewide implementation of the new registration sticker and the RTS functional/procedural changes for RTS version 5.2.4.
RTS Version 5.2.4 provides programming and procedures for the introduction of the new registration sticker. This version includes new error message screens, as well as the encryption of subcontractor diskettes to enhance the security of information. There are also new Admin Table item codes in RTS and the RSPS Admin Tables have been synchronized with RTS. These changes are highlighted in the attached release notes.
We have successfully piloted RTS version 5.2.4 in Randall, Hays, and Williamson Counties. We will distribute this new version release to all counties this weekend (September 9-10). Please make sure all workstations are left turned on this weekend. Any workstations not left on will not receive this new version and will not be able to process transactions on Monday, September 11.
This new version release will allow printing of either the current or the new sticker design. Due to production constraints, statewide distribution of the new sticker forms will occur in phases. We will begin distribution in late September to those counties without subcontractors and/or dealers using the dealer title application (DTA). Subsequent distributions will be made as new sticker inventory becomes available. All counties will have received delivery of the new stickers by early next year and you will be notified when delivery to your county will occur.
The success of our implementation plan depends on how well we are able to manage both existing and new registration sticker inventory. Counties will be notified in advance of delivery of the new registration sticker. After receiving the new registration sticker inventory, we ask that you follow the steps outlined in the attached release notes to prepare your county to print the new sticker receipt forms.
Before you begin printing the new sticker, you must first contact the Systems Services Help Desk (previously RTS Help Desk) to activate this function on the workstation(s). Upon this notification, we will promptly coordinate with a vendor to pick up and remove all of your old registration sticker inventory.
The attached release notes describe the functional and procedural changes necessary to accommodate version 5.2.4 and should provide adequate support for the user. Separate tables of steps are listed on page three for counties with or without Subcontractors and/or Dealers. Counties must complete the detailed steps before being able to print the new registration sticker in the tax offices.
