Subject:	Introduction to Registration and Title System (RTS) Version 5.9.1 and Internet Vehicle Title and Registration Service (IVRTS) Version 2.4.0

These documents contain text of correspondence sent by TxDMV to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state's vehicle titling and registration process.

PURPOSE
To provide information regarding changes to the Internet Trace Number and Vendor Payment Report (VPR). This release is Step 1 of several planned enhancements for Internet credit card processing that will be implemented over the next few weeks.

Updates to the RTS and IVRTS include:

The statewide release for 5.9.1 will be distributed the evening of Tuesday January 20, and available for use on Wednesday, January 21, 2009. Version 2.4.0 (IVTRS) will be distributed on Sunday, January 25, and available for use on Monday, January 26, 2009.

INTERNET TRACE NUMBER
The e-Pay Internet Trace Number has been updated to include the new credit card types for Discover and American Express as well as current credit card types MasterCard and VISA. The last character of the internet trace number has changed from A for Approved to V for VISA, M for MasterCard, X for American Express and D for Discover. The A for approved will no longer appear in the trace number.

The updated trace number consists of the following:

County Number (Three numbers)
VR (Two fixed alphas)
Plate Number (Up to seven alphanumeric characters)
Random Characters (Four alphanumeric)
V (Visa) M (Mast), X (Amex), D (Disc) or R (Refund) (One alphanumeric)

VENDOR PAYMENT
The vendor payment report now includes a new column for credit card types which displays AMEX for American Express, DISC for Discover, MAST for MasterCard and VISA for Visa. The VPR also provides summary totals by credit card type, for ease in reconciling IVTRS credit card payments for that days deposit. Below is an example of the updated VPR.
